Fire can only occur when three elements are present: fuel, heat, and oxygen. Without any one of these three elements, a fire will either not start, or if already begun, will cease to burn.
Fire behavior is affected by three primary physical factors, which are: available fuels, weather factors, and topography.
“Since you cannot control the amount of oxygen in the atmosphere, and have limited control over natural sources of heat (such as lightning), it becomes all the more important to focus on the one element you can control: fuel.”*
